Planning PR for inference/sharded-prediction-output.
Add scalable per-rank prediction artifacts with manifests, stable event identifiers, deterministic reading/merging, incomplete-run detection, and backward-compatible single-file output.
This PR entry is intentionally created as a roadmap placeholder; implementation should remain focused on the scope above and follow tasks/task22.md.
